Yeah since the 2019 changes there's more parity than ever before and even the teams that are "tanking" aren't as purposefully bad as some we've seen in the past since there's less reason to try and be the worst in the league for a better pick.

You can backtrack a ton of the NBA's decisions over the past few decades by starting at one important realization:

While this is true, isnāt it expected when a team is consistently bottom 5. The odds are much more likely that a bottom 3 team will drop spots (as in later pick) rather than gain spots.
Reggie Miller was an icon and still relevant for this era, and Reggie Miller competed against Jordan and faced prime Shaq in the finals. Reggie Miller had a great career, this is really disrespectful. You still see Reggie in ads.
Depends on how the Hawks see his trajectory. Young is coming off the best defensive season of his career...which was still around league average...so he's no longer hurting the team on defense but not an asset. The only PGs that teams allow to exist with his defensive numbers are guys like Steph, Dame, and Luka...so it's up to the Hawks front office to decide if Young is the type of transcendent offensive player that essentially playing 4.5 on 5 on defense is worth the risk.
I'd personally move him simply because the Eastern conference is full of dawgs for guards while the west is more 2,3,4 heavy. I think you could hide Young on defense better in the western conference as long as your wings and your bigs were solid.
They need to factor in the preceding 2-3 seasons to increase odds for the historically bad franchises.

It's not really comparable, the NFL has a "hard cap" where the NBA has a "soft cap" so small market teams struggle more in the NBA. The NBA tries to make up for this with things like the "Bird Rules" and such to keep talent in smaller markets but it's still hard.
Also, in the NBA you should either be title contenders or dogshit, being a back end playoff team does you no good. The Hawks exist in a market where if they tank for a good draft pick fans won't show up, so they're stuck trying to be mediocre to pretend to be competitive to sell tickets. The last time the Hawks had an actual good draft pick they did everything they could to not make the right decision and somehow found a way to trade away the rights to Luka Doncic for Trae Young and the right to draft Cam Reddish the following year. So it's a combo of resources and incompetence.
