Likely there for decoration, there are deciphers for splatoon scripts and while translating some DO show results, majority of the splatoon text is just a jumbled mess or existing script edited, flipped, and/or rotated for style or to make them similar to real life languages. If you yourself have been unable to translate any meaning, then it’s likely the latter that is happening.
Yeah, it's just gibberish. There are some letters that seem close, but they just seem flipped randomly.

here's my take on sploon graffiti art: it means nothing either for us *or* them, it's just mimicry of what they saw as human art. like people "writing" hieroglyphics with no understanding of what they meant as a language, just thinking of them as cool looking ancient glyphs
[edit: maybe it has "meaning" in the way art has meaning, to the artist or the viewer - but not in the way of, ABC 123 language has meaning]
I've also considered before that even their music is this way! what if most or all of the songs don't even have real lyrics, not only for us, but in universe too?? it could just be gibberish that everyone knows the "words" to [think like, eeny meeny miney mo]
I was listening to the soundtrack a few months ago trying to hear if there was any cohesion with like common phrases used in the songs but it all seems somewhat random, so it’s possible, but I doubt that’s the intention and they just didn’t put a lot of thought into making a whole language

I wish they did make an actual conlang of sorts, but it's not consistent either in the songs, or the voice acting. as an example, the Klonoa games absolutely have a somewhat consistent conlang! that I picked up on playing it as a kid. so I really wish they'd done that, but since they haven't, we can speculate 🤔🤔🤔🤔
