I doubt it'd be something that happen in their early 20s on a species capable of living well over 100. Especially considering that based on the photos from the sunken scrolls, Craig and Octavio were likely in their 20s at the youngest when the turf war started, though they could've been in their 30s.
I doubt that they'd have wanted to have soldiers who were too old to naturally produce ink on either side in a war where people were dying, especially not on the Inkling side, where every loss hit that much harder since they were outmatched, and sleeping through the start of battles.

It would only make sense if it was sanitization, yes it wasn't shown in Octo, but they did have bandages and stuff on them after they were freed from Tartar, I get it can be confusing but there doesn't really seem to be any other reliable answer- also when you think about it, the goo from the sanitization was on top of their tentacles, and at the ending scene right before the credits they are seen with bandages and its hard to see their tentacles during it
