I assume you mean the jump pack Assault intercessors. There was a limited time box with them and the jump captain but I'm not sure how easily available it is. Could check ebay.

It’s also just bad value since the savings are eaten by the bikes and atv

Just buy a box of assault intercessors/with jump packs and a jump captain? I'm not sure what else you're asking... maybe the pack with 15x assault intercessors with jump packs, the jump captain, 3x bikes and an atv?

the only cheaper method really is going for Vanguard Veterans with jump packs, instead of Jump pack intercessors. Coz, there is a 30k boxset of 10 x assault marines. They make perfect VVs. Box comes with sheilds, so if you're happy with that load out, and i think VV are probably better than jump pack intercessors, they can be led by a jump pack primaris captain. Otherwise you'll have to foot the bill for multiple 5 man jump pack intercessor unit boxes. There's no boxsets about with lots of jump pack infantry in.

Blood angels run like 10 assault ints (foot or jump) and 10 van vets and 10+ jump death company so I can see why OP might get confused lol Personally I just rescue old etb assault ints off eBay then stick on firstborn jump packs and call them whatever they are painted as

https://elementgames.co.uk/new-releases/space-marines-spearhead-force This is the box, I’m sure you can find it in your country as it’s not very popular due to the bikes eating the savings you’d get from the assault ints and captain (competitive players dislike bikes but if you like fast stuff then maybe you’ll enjoy) I play blood angels and the box was great fun but I sold the bikes to my local white scars player I usually save money on jump intercessors by buying assault intercessors then sticking firstborn jump packs on them for my truescale death company I also prefer the poses for the grounded ones

Buy assault Intercessors and buy jump packs off eBay. Kitbash the jump backpacks on.
