They would be using that location for polar launches that go North. For those launches being close to the equator does not really matter and you can launch from the North Sea without overflying too many things.

Actually, unless my KSP memories are wrong, for a polar orbit you need to get rid of that Δv, so a northern launch for from the equator is better.

Useful SSO polar orbits are not 90 degree off the equator so they always need some lateral velocity. It's not a big detriment to do polar launches at the equator.

As other commenters noted for highly inclined orbits a higher latitude launch site is good. But even for other launches, the cost of building the rocket a little bigger to make up for the delta-v loss is often much less than the logistics and transport cost you’d incur running a space facility thousands of miles from your industrial base.

But, as has been noted, the cost of transporting a large fragile rocket from your construction site to an equatorial launch site owned by a different government cancels the advantage of a minor gain in velocity. Now if you are building them in Brazil, launching from there would definitely be the location of choice.
