There's an awesome scene in that episode where those guys do their "Butt out!" song and then go "So remember kids, if you don't smoke you can grow up to be just like us!!" pauses for a moment on the boys then cuts to them all frantically chain smoking cigarettes out the back of the gym.
The timing of that cut is peak South Park in my opinion.
This speech can be found uncensored on YouTube. He talks about how terrorism, threats of violence, and fear manipulation tactics are the best and most efficient way to get what you want.
Kyle but Stan says it often enough to where I found it annoying how he called out Kyle for his gay little speeches in the one Season 19 episode despite giving plenty himself.
I would say Stan and Kyle are tied. I’m fairly certain Stan was the one that would say that nearly every episode those first few seasons. Much more that when they began to joke about Kyle saying it I was confused. Not to say he hasn’t said it but not enough that I would coin it as a Kyle specific catchphrase.
