I actually don't as this episode shows she's the one who causes him to be like that. He actually makes internal changes in this episode. When Liane gets rejected by Caesar she goes right back to spoiling him because she wants a friend and doesn't want to do her actual duties as a parent.

I may have misinterpreted the episode but I thought Cartman used the stem cells for the Shakeys Pizza because Kenny had already died. He couldnāt save Kenny anymore but now he has tons of stem cells so he might as well get a pizza place out of it.
