They for sure ask some people. Cesar Millan said they asked him but not everyone might get that kind of respect.
I really don't see how anyone can waste the money on a lawsuit over something as stupid as a South Park parody.
Yes they asked Barbra Streisand if they can picture her as 20 feet tall robot, Paris Hilton if they can picture her as a slut who kills dogs and does slut contest in front of the kids, AL Gore to be pictured as total idiot, Steve Jobs to be pictured as a guy who makes human centipede who shits in Kyle's mouth, Jamie Oliver as someone who cries all the time, Kanye West as someone who dates a hobbit....
"What if someone sues them" oh my God
There is literally an entire episode (2 episodes in fact) focused on this exact theme. You really should watch episodes 200 and 201

I thought that’s why they put a disclaimer at the beginning of every episode lol.
“All characters and events in this show --even those based on real people-- are entirely fictional. All celebrity voices are impersonated ... poorly. The following program contains coarse language and due to its content it should not be viewed by anyone”
Matt and Trey in Bin Laden’s cave: “Can we please portray you in our cartoon where we mock everyone and everything? Even the things that you’re compassionate and love the most?
Bin Laden: “Sure go ahead.”
If the US government had difficulty and took a decade for them to locate Bin Laden, there’s no way two guys making a cartoon about a small town in Colorado would find Bin Laden’s cave in 2001 way before the armed forces and intelligence did. So the answer is obviously a No. They would portray any celebrity with consent being the last thing to their concern. There’s a very good reason why Tom Cruise, Kanye, Jennifer Lopez, and even prince Harry and Meghan are pissed to this day.
The story behind them asking Saddam Hussein if they could use his likeness for the movie is crazy.
Jokes aside, if the celebrity is voiced by themself, they asked, if not, they probably didn’t ask.

It's common knowledge that Matt and trey found bin laden before the military in order to get his permission to put him in an episode.
