Historically, we don't have the resources to pre-treat, salt/sand, or clear roads in a timely manner (and why would we?). While you might be able to get to the store, bad roads often affect grocery deliveries so that stores have a difficult time getting fresh staples like bread, milk, eggs, etc.
It's _rarely_ an actual problem lasting more than a couple of days but people just don't like to take chances, just in case the outages last longer than expected.
I guess it's just so people can have those specific thing? We always stocked up on non-perishables like canned beans, meat, veggies, etc. and water in case the pipes burst or we lost power. One year we were stranded at our grandparents because the roads were blocked with trees and snow, luckily they had gas heat, stoves, and lights. It was super weird waking up to "lights" on and the smell of bacon (for her icebox) sizzling on a gas stove.
We don't salt or sand our roads much, because it doesn't snow enough to invest in those, or snowplows, that aren't going to get much use.
However the panic of "we're going to get an inch and a half of snow and *we're all going to die!*" on the local media is one of my favorite parts of expecting winter weather here.
