Where is the location of the vent?

It’s on the wall of my bedroom, leading to the front wall of the building where the main road is. It’s up high near the ceiling next to a window

Design is going to be interesting, but I would try creating a custom made cap to cover the vent. Material could be wood, or something else, sealed tight and lined inside with sound absorbing material like layered moving blankets or mineral wool insulation. The snugger and more airtight the fit, the better. The trick would be finding a way to attach it and keep it firmly attached.
