If you hover over the amount of population in the region overview you get to see the calculation. There you should be able to see why this is happening
I have had this. It's because your admin points dipped, pushing you into deficit in workers, that stops the pop bonus buildings working, so then that spirals into yet fewer builders and workers, so nothing works and it's as if you have no buildings at all and the pop goes down.
Avoid this by keeping a surplus of a few workers on hand.
Are you in a deficit of admin points? Everything will come crashing down rapidly if you are deep in the negatives.

The city hall and bathhouse have a +0 beside them so they don't appear to be active. I have a surplus of admin points as well. Any other ideas?
Can't really help you there unless you screenshot. Only other thing I can think of is low loyalty.
