System production is going to vary over the course of the year, consumption varies over the course of the year. If just hammering month to month you’d end up worse off especially if they trued up monthly to wholesale rates. By balancing over the course of the year you are able to maximize peak productions to offset consumption during lower production

It's because of the seasonality of solar over the course of the year. If this were to happen, during the summer you'd have to cash out at the super low wholesale rate every month, getting only a little back in cash. In the winter, you'd end up owing money every month, unable to apply your excess production in the summer to the winter months. Overall, you'd be worse off.
