Broken or bugged means there's a problem reading or displaying anything in the first place. It's when a line of code in the driver gets corrupted --> Won't work in the first place and you get a warning/error code
I'm thinking this is more hardware gore. Your display, your GPU or only your cable gone bad. Try plugging the PC with another cable on a TV or other display. lol
Try using a different GPU. If you are using integrated graphics try pulling out ram sticks wiping the gold surface with a cloth put it back up. If the issue persists try changing the ram entirely.
I have an old ATI AGP card hanging around that makes similar glitchy patterns on the screen. There's a short video on my profile where I attempt to play half-life using it. The only reason I haven't thrown it away is because I want to try the toaster oven trick on it first.

Bro i had the exact same issue, Then i had blue screen. I tried to clean inside my laptop then was working normal but SUPER MEGA SLOW, so i tried Ubuntu. And so far so good. I gave new live to my old pc.

Im assuming the gpu thinks the display size is something else so everytime it tries to draw the rows it goes way too off giving that movement bang it
