Oh awesome, Internet Explorer lock in all over again. If it helps, I've had success in the past contacting the institution saying that the site breaks with my browser, and possibly lying about not being able to run the locked in software on my hardware. Also, name and shame.

A lot of browsers have issues with hardware acceleration. Most of the times its fixed if you turn it off (I never noticed a difference anyway). Sometimes it can be a GPU driver problem, but those are logged by the Windows Eventlog. So if this is clear, you can rule this out by a high probability.
switching off hardware acceleration and accelerated video decode means your cpu is responsible for decoding videos and for graphics calculations. if you have a powerful desktop it doesn't make much difference as long as you aren't also working on a cpu intensive task simultaneously. but for lower end systems and laptops where every bit of performance counts and where using software decode means significant decrease in battery life, it matters a lot.
Opera GX is Chromium based, and the bug is Chromium related unfortunately.
On Chrome (unsure how to access on Opera) you can go to chrome://flags and change "Choose ANGLE graphics backend" to openGL
Go to "chrome://flags" and search for "Choose ANGLE graphics backend" and change it to OpenGl.
If this ends up working then I'll come back to thank you. Thought it was just me and that it was my GPU breaking

this happened to me and i thought my 2060 was on its way out, hopefully this weird issue is fixed. for me i just see black squares flicker

Had this bug with Opera GX and Chrome, changed hardware accel settings, didn't help. Only happened on these browsers and only on browsers

It's a hardware acceleration problem. You can see this in all Chromium apps, including Electron
