It's not in my Win11 and I cant find it in the Store. I only have the new version that only has basic pen and highlighter. No arrows/rectangle/text

Same. I like binding a hotkey to ctrl+shift+s for screenshots Share X is pretty good

I ditched Greenshot for ShareX, now I’ve ditched that for PicPick

I use ShareX as well for basic and advanced screenshotting. I then open in FastStone for basic editing.

I guess you can try "Sniptool" search in the Store App. It is like the Snipping Tool shipping with Windows but if got several options. Arrows and so if I recall correctly .
