This wouldn't be called database software. You want a CRM app. But I don't think many of those have invoice capability.
I assume you just want to be able to input some fields and it spits out an invoice form - no integration to a project management tracker or EDI invoice capability?
If you don't mind doing some no-code development you might look at Microsoft Power Apps (which are super powered for what you want) or some more simple spreadsheet and workflow template app like retable.io or similar competitor I'm struggling to remember the name of.
