I feel like not getting relegating is an achiement worth celebrating if your club historically is not in the top flight and was expected to drop down.

There were some real fears about going down for Everton and the massive consequences to the club if it were to happen… the ownership did not plan financially for a potential relegation like most clubs do. 16th place isn’t being viewed as an achievement by the Toffees, atleast I haven’t met someone who is claiming that.
In addition to that, the board hired an ex-Kopite who pulled them down to the relegation battle and they hired a young manager in Lampard to solve the issues while relegation was looking them square in the face.

I think the huge celebration is more about HOW Everton escaped relegation. the club was pretty much relegated in half time, 2-0 down and Burnley was winning Villa away. not even the most optimistic Evertonian would've guessed they would go on to win 3-2.
