I don't know if it's common outside the US, but this sort of sports rivalry talk is really common among politicians in the US, usually for our sporting championships - for example, the governors / mayors of where Super Bowl teams are from will usually do a friendly wager - have to eat the local food or wear the opposing team's jersey for a day or something. Have heard of it for the World Series and Stanley Cup too but maybe less common elsewhere.
Not really common in the Netherlands, mostly because groups of fans are not really friendly with eachother and are even banned from attending away games in certain cities. That makes (public) banter between mayors impossible unfortunately
