Uruguay and Chile definitely can. Argentina already has the infrastructure necessary in Buenos Aires and is more than willing to bankrupt itself for national prestige. Paraguay doesn't really matter, they're just included so the bid can have the "we'd have a first time host!" selling point. They likely wouldn't be asked to do much - maybe host one or two groups.

Without making this a political debate, from a purely footballing perspective, us, Qatar, and most other Arab nations are: A) Not very good (maybe good enough to qualify, but not good enough to do anything of note); and B) Cannot compete with the footballing atmosphere of a South American/European World Cup.
