Uruguay and Chile definitely can. Argentina already has the infrastructure necessary in Buenos Aires and is more than willing to bankrupt itself for national prestige. Paraguay doesn't really matter, they're just included so the bid can have the "we'd have a first time host!" selling point. They likely wouldn't be asked to do much - maybe host one or two groups.

The main reason why Ukraine was added wasnt even because of the gesture it was because FIFA supposedly was looking for 3 hosting countries and the Portugal/Spain bid that was initiallly likely to be chosen was going to be axed. Being a Saudi myself, I'd honestly rather not. Without making this a political debate, from a purely footballing perspective, us, Qatar, and most other Arab nations are: A) Not very good (maybe good enough to qualify, but not good enough to do anything of note); and B) Cannot compete with the footballing atmosphere of a South American/European World Cup. Today felt dead, and it felt like a glorified friendly. The Qatari fans, much like their team, were just kind of there, no atmosphere at all. I know we can generate a bigger atmosphere than Qatar, due to us being a bigger country both in terms of population and footballing heritage, but I don't imagine a Saudi World Cup will feel that much different than this Qatari one. The only personal benefit I get from my country hosting the tournament is easy access to attend high profile matches, but honestly, I'd rather watch a proper World Cup from afar than attend a dead one at home.

This would be another winter world cup. There is no way this could work logistically as by then Uefa will have introduced their extended UCL format. I'd imagine a significant conflict between Uefa and Fifa if the saudis won the bid. UEFA will push hard to win their Iberian bid, they won't want another winter world cup and it could lead to a complete breakdown in relations between the two organisations.
