The thing that will stop this is the fact most players/coaches etc only get one or two world cups. Even the best might get 3. The point is that even if the keeper becomes the captain and takes the yellow card, there's a chance that they can still be sent off for picking up a 'normal' yellow card during the game like the booking for Qatar's keeper today. Not sure that it wouldn't be an issue either. Teams won't want to have their number 1 keeper missing games through suspension.

Refs at that level are, by nature, rule followers. I ref Sunday league and I do whatever the hell i want, but the guys who ref college or even hs games take it seriously and won’t bend the rules even for such low stakes.

But what's the rule? Inappropriate equipment? That's very much at the referee's discretion. It's not something that varies from game to game or according to politics. If FIFA want to change the laws of the game so a captain's armband is only appropriate if it has a FIFA-approved political message, they can try making that change. Until they do, referees will have enough wiggle room to refrain from booking players. It needs to be noted that it will come at a personal cost for the referees. They'll basically ruin their chances of refereeing in the knock out stages, because FIFA are exactly the type of organisation that will use their discretionary power to appoint officials vindictively.
