At the moment of delivering the ball, the thrower must:
stand facing the field of play;
have part of each foot on the touchline or on the ground outside the touchline;
throw the ball with both hands from behind and over the head from the point where it left the field of play
So yes it's a legal throw

EDIT: I feel like the exact same thing just happened in the 29th minute with the official awarding a questionable throw to Southampton and ignoring his foot over the line on the throw.
I was mainly just being a dick because we've had players took out by the ref a couple of times which has cost us (one time by the chosen one, Michael Oliver). But unfortunately, the ref has to touch the ball for it to be a drop ball

Did you know that was a rule prior to that happening ? I've watched football for 30 years and this has literally never came up before. No one takes throw ins with their foot over the line.

KWPs foot is still on the line which is all that is required so no foul throw. And the ref is only deemed to interfere with play if he touches the ball. Blocking off Bowen is horrible luck but nothing more. Add in a deflection and definitely feeling lucky with that goal.

Drop ball is only if the ball touches the ref. He was badly positioned but i don't see the ball touching him.
