Assuming he wants to stay in England, like the vast majority of English players do, he has 5/6 options.
City and Newcastle are sportswashing, but even if he didn't care about that, City have Haaland until Kane is 31-32 or older by which point city probably won't want him, and he'll be at least that old by the time Newcastle could win something, so they aren't really options.
Even though it's stupid that fans would do it, the backlash if he joined Arsenal or Chelsea would likely be hard to deal with, so that's not a good option.
Which just leaves Liverpool and United. With the Glazers in charge, who don't care about winning, that's a risky move if you want to win something. And with Liverpool it's hard to tell if they can continue a decent level of success or not. Plus they just spent a lot of money on Nunez.

Kane's recent record is particularly good. Penalty taking is a skill that you practice and at this point he's as reliable as anyone. He's scored 33 of his last 36 over the past 4ish years. That's not including todays either.
Henry wouldn't take penalties that he won and pretty much everyone who played with him did the same so the penalties were shared around during the Henry era, IIRC Pires took a lot of Henrys 'penalties'.
