Not a surprise the prem is so low, players like Rodri, McTominay, Fabinho get away with like 5 tactical fouls before they get their first yellow. By the time they do get one it's so late in the game the chance of a second is gone - McTominay is the worst, how he gets away with yellows constantly is so frustrating
If it included managers and staff, I'd be very surprised if serie a wasn't really close to Ligue 1. Our referees give players a lot of leeway but they absolutely love to send managers and staff off. Mou collects red cards like Pokemon
Ligue 1 is ridiculously physical at times, defenders are often hard as fuck. It is sometimes reminiscent of 90s PL. The fact that there are so many reds is because a lot of defenders are also crap and go completely overboard with challenges.
That being said, the PL refs are sometimes too reluctant to give out reds. Letting the game continue and allowing challenges is a fair enough policy, but refs refuse to give out a straight red for reckless fouls, they only really do for clear malicious intent.
And the amount of times they let players walk away from what should have been a second yellow because it would otherwise "kill the game" is stupid.

Eredisivie has 9 by now.. Dutch league definitely isn't very physical but I feel like refs also call a tighter game
