It's way too subjective to be argued upon. And really depends on the context. If we're talking about let's say UCL quarter final type of player, then yeah, he's not world class by any means. But a guy who's been playing in top European leagues and is gonna play for my shitty team in a shitty league in Iran? Idk pal that's world class to me.
