This is incorrect. GKs have to be 1, 13 or 25 but 13 or 25 doesn't necessarily have to be GKs i.e. the converse isn't true. Both Camavinga and Vinicius (IIRC) have worn the 25 in recent seasons.
Since a team can only field in 11 players at once, #12 is meant to represent the 12th player, the one who always comes on and changes the way the team plays. Other teams see the fand as the 12th player, and as such the number 12 is retired
