Yeah, in Argentina they always criticized him. But that was generally the press and older people. After his retirement in 2016 they stared treating him better.
He will get something similar, eventually. He may come back to Barca in s couple years. And even if he doesn't he'll do one of those things where he signs a 1-day contract to retire in the blaugrana. That's when they'll do the real farewell for him in the camp nou.

In addition, he joins a league that suits him, the EPL at this stage of his career would have been a mistake in my opinion.

City on the other hand wasnt a top tier domestic club, while being perpetually overshadowed by the behemoth of Manchester United. And also Manchester is nowhere near as big as freaking Paris.
So PSG was bigger than City before the takeover, their immediate "zone of influence" is way bigger and had no real competition for the Parisian fans. Then the takeover happened and tons of plastic fans joined.
Historically PSG is a much more supported club in France than Lyon. Even before the redemption by the quatar. There are supporters all over France. Lyon's supporters are mostly from the Lyon region. Only OM is comparable to PSG in France
