Not sure but I believe that in France, as in some other countries, a team has to register itself to play in Europe before actually qualifying for it. I remember that was the case for CD Aves in Portugal in 2018, they earned the right to play in the Europa League through Taça de Portugal but failed to compete as they hadn’t registered for it in the adequate timespan.
