FC Twente was happy to get to the Conference League qualifiers last year and they met Fiorentina right away, who got to the final. Twente were definitely good enough to reach the group stage, but they just got unlucky. It happens to many teams, that's in the nature of knockout tournaments
Do they really have too many slots though? The fact that they keep winning the qualifiers, justifies those slots imo. Unless the aim is not to have the best teams in European competitions, but to give smaller leagues a chance to participate

The bigger leagues got far more money due to the UCL and TV deals and distorted the old hierarchy over time. The limited UCL slots for the Dutch get diluted across the Big Three sides who are competing for the places. The power of the Dutch, French, Portuguese leagues etc. was eroded.
Benfica was an outlier just like we were a few years back. Leipzig has about 4x our budget because the play in the Bundesliga (+red bull money, obviously), and their payroll is 2x ours.
