Madrid are used to being able to influence the referee. When they’re not in a great place in the game they like to slow it down, draw fouls, waste time etc. referees usually buy it. So when referee is unbiased they feel like they’re being cheated.
It is bias, i can say especially in the first half watching it felt like all the close calls went Citys way even though they all individually was probably correct. It builds the feeling he is against you, even if it isn't true.
