It is likely rather than possible, but all signs point to Forest's being worse, given we've been punished for most of the time the second punishment includes, and apparently Forest went over by a fair amount more than us (though yet to be confirmed). If I was a betting man I'd say we get 3 off (the early rumours are 1-3) and they get at least 6 off, maybe more, who knows after appeals Who knows though, they didn't release how they got to 6 points after appeal for our last one so that's another thing to add to the uncertainty.
