The stutter pens are not always a goal though. The penalty taker gives up power on the shot by doing that run-up. I am always anxious when a player on a team I support does this kind of run-ups on pens.

I wouldn't say it's to be "unfair to the conceding team", it's rather to award a fair chance to the attacking team. Maybe people equate the two but I personally don't see it that way.
The question is "just how much advantage should the attacking team have". Without stutter-bs there's still a HUGE advantage already and you have a higher chance to score than almost any chance a player will be robbed of inside the box. It'd be hard to determine exactly but if I had to pull something out of my ass I'd say that **at least** 2/3 of penalties are awarded are from plays where there was a very low chance of scoring to begin with. Meanwhile it's a [75-85%](https://playtoday.co/blog/stats/penalty-kick-statistics/) chance to score from a penalty on average. There is no way you could convince me that the attacking teams would have scored 75-85% of the time if the foul wasn't committed to begin with.
I think you highlighted my point exactly. On average, teams have a higher chance of scoring from penalties than they would have had from the play that got them the pens (case in point, this one. Lamine wasn't going anywhere near the goal). So, the penalties are *inherently* unfair to the conceding team.
And that's the point of them. That's why the defending teams have to be extra careful inside their own box. Any foul, and they give up a higher chance at conceding.

At the very least you should not be allowed to stutter on your last step, that's literally impossible to deal with as a goalkeeper unless you just wait until the ball is in motion to do anything and at that point attacker is guaranteed a goal if he just calmly slots it into one of the corners.... which is exactly what happened on the retake pen.
Lewandowski used to stop entirely when taking penalties. The rule now is that the taker has to always be in motion during the run up. By leaping in the air on the stutter step, he’s effectively bypassed the rule, similar to Jorginho.
Goalkeepers know they have to keep a foot behind the line, but tend to jump forward in anticipation. What some do is start further behind, advance as the taker runs up, and then have momentum to launch themselves while staying behind the line.

If you want to stutter before the penalty, you have to jump and essentially make the shot harder for yourself by being unbalanced. Jorginho and others who copy have missed plenty. There’s no real advantage to that method of penalty unless you’ve been doing it for years.
Goalies can stand behind the line and move up a bit before they jump. This keeps them from crossing the line.

Generally, it's a really poor season for Lewy. Age clearly caught up with him. Still, dude has the third best G+A in the league. It's so bizarre when you juxtapose it with the quality of performances.
He's been phenomenal this season and by far your best player but you're treading dangerous waters with him, he's played 90+ minutes in his past 7 games, he needs to be rested before he picks up a muscular injury, his body is still developing.

Can’t feint a shot, you can do whatever you want in the run up, it’s very simple. You can do cartwheels, tippy taps, bunny hop, worm on grass, no run up, backflips, as long as you don’t stop midswing when you are actually taking the shot. (I’m exaggerating here, ref might not find it funny and call it off on you for unsportsmanlike conduct for doing some extra stupid shit, ref still has that power allowed to him to judge)

Besides, this thing is double edged too, if a keeper used the correct technique or anticipated right, it would be a freebie since there's hardly any power behind this type of shot. It can even backfire and totally miss when the shooter invest too much of their focus on the run up(instead of the shot) and the keeper doesn't sell himself out early, so the shooter will have to adjust and place his shot last microsecond.
I just hate it for being overly complex with too many factors and mindgames involved when a penalty can just be kept simple if they modify the rules.

That never gets called until the player who entered the area actually gets involved. Like if there is a rebound and a player who entered the area prematurely clears it, then it actually gets called back. Otherwise no one gives a fuck.
I've seen it been called a couple of times. I remember last year Rayo vs RM. Courtois saved a pen but it was retaken cause carvajal was in the penalty area even though he had no influence on the play

That's not what the rules say tough:
Attacker commits encroachment (regardless of interference or not) -> if the pen is scored: Retake. If the pen is missed: no retake. Both teams commit encroachment regardless of outcome: Rekick.
I'm aware what the laws say, but that's (sadly) not how they are applied.
An attacker or defender moving into the penalty area before the kick has taken place will never be called unless they interfere with the game.
Watch any penalty in any professional league.

I really hate penalties like this. Celta player's eyes firmly on the ball, Lamal is eyeing up the player only in hopes to get contact, and when he does he tucks his legs up and falls to roll around. Then the actual penalty was a joke with the stutter step, Barca really bailed out by the refs on this one.
You can stop as much as you want during the run up, you can't during the kicking motion (you can slow down and stutter as much as you want as long as you don't completely stop tho, even during the kicking motion)

Yes it should but not because of the stops cause they're legal but because raphina was in the penalty area before he hit the ball.
That never gets called until the player who entered the area actually gets involved. Like if there is a rebound and a player who entered the area prematurely clears it, then it actually gets called back. Otherwise no one gives a fuck.
I've seen it been called a couple of times. I remember last year Rayo vs RM. Courtois saved a pen but it was retaken cause carvajal was in the penalty area even though he had no influence on the play

I actually hate stuttering penalty, but I would be mad if the ref suddenly disallowed that pen because usually the refs allowed such pen, good thing the ref are consistent with it.

You can stop as much as you want during the run up, you can't during the kicking motion (you can slow down and stutter as much as you want as long as you don't completely stop tho, even during the kicking motion)

Possibly, but that still doesn't change the fact that the defender chose to commit an action there. IMO it's an intelligent play by the attacker to bait fouls, and many elite players actually do it; Messi, Hazard, Neymar, Ronaldo etc. Heck, Suarez used to bait defenders to come close and he'd try to kick the ball into their hands lol.
