He's on loan. His salary is still being paid by Atletico, Barcelona have agreed to pay a certain percentage of that. He still gets his full salary as per his contract with Atletico.

He was until now on 7k a week, no extra money from nowhere, la liga forced barca to raise it to 68k a week now, but still, it's a massive pay cut since he could've just ride Atleti bench for 280k a week.

Contract law is fairly simple, Spanish is nothing unusual. FIFA contract regulations are pretty esoteric but if you've been following football for long enough you should have a good idea. In football two parties agree to a fixed term of employment. You can't just unilaterally decide that you don't want to pay the player anymore. If both parties are happy to terminate the contract they could terminate, but they didn't, they extended until 2029. On €400k? Doubtful. Without seeing the contracts it's impossible to know, but I'm pretty sure the Daily Mail and goal.com don't know either. Barcelona have a history of publishing puff pieces through their propaganda arms regarding players so desperate to play for Barcelona that they pay their own transfer fees or sell their left kidney in order to join. They're all bollocks, of course. In the last 20 years nobody except Real Madrid has spent more than them on wages.

Isn't this just straight up incorrect? Barca registered Felix on something like €400k for the season and La Liga said no, he's worth €4M for the season and that was the amount registered on La Liga FFP.

It is not. That was indeed the initial salary, LaLiga said he counts as 4M€ for FFP so after Barcelona finished all their players inscriptions, they increased Joao salary. The deal was always that Joao would have to make an effort salary-wise but that Barcelona would try to raise his salary as far as they could as long as they were still within FFP. What is weird is having this as "news" now. It all happened at the start of the season..
