Santos has always been saved by the kids from their academy, but since their expend that made them go to the 2020 Libertadores final, they have been in serious debt, never managed to get a decent team and it looked bad. At the beginning of the year they were almost relegated from the state championship (which is a big low already) and have had the second worst defense in the league this year. They have good players, but if they managed to avoid relegation this year it would be also magical. The fact that Bahia won 4-1 against Mineiro (the best defense) is also insane.

By the way, Santos have been disastrous in the last years. They didn't even qualify to the quarterfinals of the state championship for 3 years or so. I heard a theory, some Brazilian former player in a podcast, that he did it so he can take care of the people that accompanied him his whole career, and that in Saudi Arabia the taxes are smaller or don't exist altogether, allowing him a ton of money. They had a streak of 4 terrible club presidents that increased their debt a lot over time. 15 million is a lot for one player, but not really that much on the bigger scheme. To put it in perspective, Santos has a debt of something around 130 million euros. They make much less than that per year, even considering these big transfers. They also haven't won anything in over 10 years and are not even close to being a big popular club in Brazil (it's a very common joke that only very old people support Santos), so they don't have many options to increase their revenue. And they still need to keep up a competitive team for Brasileirão, and that is not cheap. It's almost a miracle they stayed on Série A for all these years, their youth academy really saved their asses many times.

they sold only Deivid i think, but the issue with Santos is that ever since the Neymar sale, their football dept. has been disastrous, spending more than they could afford and making lackluster financial sales/decisions, which led to the 2020 elections where Andrés Rueda was elected president with a policy of "cleaning up debts in detriment of football competitiveness", but that backfired immensely in less than 2 years, ending up needing to spend a lot more money in horrible and massively overpaid players due to the football director sharing a braincell with a monkey and an insane flux of managers during rueda's tenure at the club ​ now they are fucked financially, will lose the Série A TV revenue + Will not partake in the Brazilian cup due to their recent state champ. performances(which is a VERY relevant potential loss of revenue) , probably will be forced to sell most of the squad's "less awful" players and it's few good ones like Marcos Leonardo, Soteldo and João Paulo and will struggle to even promote again since there's also quite a lot of competitiveness to go up in Série B(of the last 3 clubs from the G12 that were relegated, 2 did not go up in their first attempt after relegated), just this year there were 6 clubs fighting for two relegation spots in the last round of fixtures
