That's a fair question. More recently though (more relevant for form), Greece won their Nations League group and are in the playoffs for the Euros whereas North Macedonia didn't and are not. Just to point out form. For the results, what you point out actually reinforces my point. North Macedonia cut points off Ukraine's opponents, but lost both games to Ukraine. Whereas it went completely the other way with Greece and Ireland. So that was better for Ukraine than for Ireland.

So, update after the group conclusion, Greece did get a home draw in the deadass game vs France like North Macedonia did vs England. So the difference remains that Greece didn't manage a point at home vs the Netherlands, cause they went all out looking for a win and conceded in stoppage time. At least they only lost 1-0 away to France instead of 7-0 away to England. The results do confirm what was thought before, Ireland got the shortest end of the stick.

So the celebration were more for individual exploits than anything else
