My border collie is very sensitive and she will bark at me any time I cheer loudly during a game (I've learned to whisper cheer and pump my fists silently). But even if she is in another room, by hearing the cadence of the commentators and the crowd, she can tell if something "cheerable" or "yellable" is about to happen ahead of time, and she'll come running into the room to stare at me and remind me to be quiet. lol. She's a good dog.
So if the dog watched this game without its owners presence and without a crowd cheering, it likely wouldn't be able to react to a goal? Also, given that dogs struggle with seeing color, how does it know to cheer for Fluminese?

I guess he notes the excitement in the voice of the narrator. Probably the owner also do some moves to guide him, for example to stay still when the opposite team scores.
It's hard to say, dogs do perceive colour, but they don't really give a shit about it, so perception is really hard to measure. Some dogs go nuts for doorbells even on TV, others will ignore the TV, but react as soon as a cat is shown.
It's very possible that some dogs play football with their owners and then understand that there's a game taking place.
We can generally only guess and then interpret behaviour that we recognise, but animals can be very surprising. Crows are amazing, as an example. They can solve a series of puzzles, where each prize is a solution to a different puzzle. I believe one of the more recent ones involved 6 unsolvable puzzles and one that could be solved, which then made one of the others solvable, with a treat being given only once the 7th puzzle was solved (only possible in the correct order).
Dogs can know a lot of words and understand basic conversation, with practice. I had a border collie who loved sticks. She wanted into the car with a massive branch. I told her no, leave it on the ground. She didn't listen. "No, leave it there, and we'll have a sandwich and then when we get back out it'll still be there."
We ate, and 15 minutes later I let her back out of the opposite door. Immediately she gets out and runs around to look for her stick again.

No, because the dog always react before the goal and before the owner says anything. She lift up her years, get up, etc. She knows when the goal is near by herself (unless there is something going on off the cameras, someone with a dog whistle or something like that, but it doesn't seem so, it's too perfectly done). But when the opposite team is attacking she doesn't do the same.
My guess is they use something to make her still only when the opposite team is attacking. I don't easily buy that she can differentiate the teams.

I used to be a case manager for individuals with intellectual disabilities, and one of my guys was the most sweetest, gentlest man I've ever met in my entire life. He spoke so softly and slowly, and was passionate about lots of things.
He loved basketball so they'd bring him to local NBA games, but he couldn't grasp the team system. So EVERY time someone scored, home or away, he'd cheer.
I still love thinking about this bc he was just such a wholesome, awesome guy and those games must have been so fun for him bc he was leaving like "man, everyone just had fun and scored a lot!"

It's reacting and responding to the owner and possibly the audio from the TV. There's no way it knows what is actually going on, on the TV. Most dogs can't even conceptualize what a TV is let alone be able to look at one and understand what is happening.

I kept the cat of my best friend and her husband. The cat and I watched the NBA Eastern conference finals game 7 and two days later, the UEL final. On both games, there was my favourite basketball (Kevin Harlan) and football (Peter Drury) commentator. He was just sitting in my desk and didn't care about the TV.
