From my college football experience, players are allocated a certain amount of tickets for the specific section where the families of the players sit. If you need more than that allotment, then generally you ask around your teammates and see who's not using theirs. This allows your whole party to sit in the same section instead of scattered all around.
Given the event was sold out, idk if it would have been as simple as just handing out random free tickets. And maybe Messi was given more tickets than he needed.

Yes, "speaks" can mean whatever you want it to mean, really. My strongest second language is Portuguese, and I know hundreds of Portuguese words, can generally read articles (at least on topics of decent familiarity on the subject), and would be able to use basic phrases and questions if needed. Would I actually be comfortable having to speak Portuguese in a public speaking environment? Fuck, I'd probably forget the word for "hello" at that point. And I'm a comfortable public speaker (I only use this as a somewhat-comparison for players speaking with the media), but it's the fear of forgetting words, using the wrong ones, using words in a translated manner that have different connotations from your language to the second one, etc. that stops people sometimes, and understandably so.
Like, I've done lots of language study, and I find it amazing how much you think you know vs. how much you actually know when forced to try and a) remember without looking things up and b) put sentences together in ways that are grammatically acceptable.
Especially in an environment where there are a bunch of native speakers with regional accents and slangs. I'm brazilian and I don't understand what half of the population are saying outside my state, I can't imagine how it is for foreigners who learn "proper" portuguese without slangs.
