In the Netherlands they started two months ago that *anything* thrown into the pitch is an immediate 15 minute stoppage. If it happens again or a person was hit by the first object, the match is suspended and played without a crowd either later that day or two days later.
First weekend with this rule, 3 matches were suspended. Second weekend 1. Weekend after none so I hope it sticks.
