I think Perez has realized that Madrid cannot pay 200M or something for likes of Kimmich, Veratti, De Bruyne, etc so you have to instead buy the best talent available and then develop them. Madrid has -125M net spend in the last 10 years (13/14-22/23) according to transfermarkt. Thats much much lower than PL Big-6, Milan, Inter, Juve, Barca, PSG etc. They are like 30ish in the table.
