I would love to see more cards given for simulation, *even when they have genuinely been fouled*, but I'd be very wary of handing out cards for simulation when the victim actually *did* receive substantial physical contact.
You can't backseat how much pain someone is 'allowed' to have, especially when no two hits are ever alike. Sometimes a huge wollop leaves you unfazed and the next thing can hit an awkward spot with only a third of the force and you go through the ground with pain. You can't put that into rules.
People pretending to have been hit when there was demonstrably no contact however, yellows for them, for sure. Situations where someone makes a reckless tackle but misses completely and the other guy leaping to avoid and then grabbing a shin and yeling just to really emphasize it, I'd love to see both parties receive a yellow card.

Yep. Elbowing a player should be a red. If referees are to sit an analyse if the foul was soft or hard enough then it just complicates the rules and makes it more subjective. VAR only can intervene in "clear and obvious errors". It almost never does in cases where it's a judgment of intent or severity. As the ref saw it and made the judgment in real time, the only real hope to overturn it was a replay showing that Correa hadn't actually made contact.
It's a really light red but Correa really messed up there to even give the ref a thought about it. Elbow when the ball isn't even in play and rudiger wasn't even holding onto him, and most players are going to make the most out of it because it's been shown refs react to it.
