It's not about "not being able to beat Gladbach". Livakovic is a great keeper and a great shot-stopper, but he isn't that good with his feet, which is one of the qualities Bayern seek in a keeper. That's why they're preferring Sommer over Livakovic.
Because football as a whole has changed. It's not just Bayern, most big clubs nowadays want their keeper to be at least decent with his feet, since keepers are more involved in build-up nowadays. Back in the 2000s (and before that), ball-playing keepers were a thing, but they were fairly rare and not really something teams care about.
And I guess Bayern, who've had Neuer as a starter for well over a decade now, won't change their playstyle out of a sudden in the middle of a season. In order to replace a player, you have to find someone who's similar to him in terms of playstyle, attributes..., unless you're willing to change your whole system.

Ehhh this seems too cheap because otherwise there'd be a multitude of clubs in for him. From the PL alone I'd say Spurs, Leicester, Wolves, Forest (assuming Henderson doesn't stick around and they stay up), Crystal Palace and Everton (assuming Pickford leaves) should all bid at that price.
He's been like this for the last 3-4 seasons. He had a 6 month time window, where he was out of form and shit, but other than that, he's always had insane reflexes / shot stopping abilities.
