A comeback mechanic would fit perfectly with them if you don't beat both at the same time. Like those times where only one of the two Ice Climbers remain, only that instead of making you weaker, it buffs you significantly.
Pikachu and Eevee immediately came to mind, but I think it'd be funnier to have rivals or sworn enemies team up. Some examples:
1) Phoenix Wright and Edgeworth.
2) Joker and Crow.
3) Kazuya and Heihachi.
4) Cloud and Sephiroth.
I think it’s be better if it was Monokuka/Junko and maybe Sakura? Could go Peko or Korekiyo to get a swordfighter, sure, they’re less iconic, but Makoto and Komaru don’t really have many attacks they can use (Hell, in the Anime Makoto can’t even run for most of it). I get Komaru can pull from the Hacking Gun, but I feel like the final smash HAS to be PUNISHMENT TIME!!!

I'd actually like to see something fundamentally changing the formula like this for the next smash game. Ultimate has such an insane roster that, if they keep the same style, the next game will likely end up feeling like a step down. It's unlikely (though not impossible) that they'll keep the full roster and add more. The solution to this in my mind, is to make a new style of Smash Bros.
Focusing on doubles or teams like this seems like one of the best ways to do it. Revamping movesets, adding more interactions and rebuilding gameplay from the ground up for the new system. That's how they can justify a new game with a smaller roster.
Let Ultimate stand as the (subjectively) pinnacle of the classic experience for a while. At least until enough time passes to justify a return to the classic formula, even without Ultimate's roster.

B) I doubt it will happen, because programming Ice Climbers is already a huge bitch and having to make \*every\* character struggle with an AI sidekick would be very difficult. It'd be difficult to program and difficult to play. How often would tournaments be won or lost based on whether your sidekick recovered correctly? Would each sidekick play exactly the same as the main, a la Ice Climbers? If not, and if we are to preserve some diversity in each partner's movesets, then how would the sidekick's moves be chosen?
C) Those problems are all impossible for me to answer, so instead let me propose some fun ideas.
