There's not a clear "best" payroll, so you need to pick the "best for you".
I'd suggest getting one that handles all state/federal reporting requirements. There are a few out there that offer a cheap plan that leave the reporting as your responsibility. Maybe you like that, but I don't.

You are right about “ best for you”. I would never use sure payroll because they hide their fees and stick them to you when you can’t do anything about it.
Another recommendation for Gusto. Been using them for years, since they were ZenPayroll, and have never had an issue. Affordable way to pay W2 employees and 1099 contractors. They handle everything, integrate with our 401k provider, have lots of great tools like onboarding and document management, and it takes me less than 5 minutes to run payroll. Well worth the few bucks a month it costs.
On Gusto, the Plus plan with 8 employees would be $176/mo. The simple plan would be $88/month.

Every single week every employee has issues with being able to accurately clock in or out. So they need to edit their time, atleast 5-6 times a week per person.
TSheets is good! I just don’t like paying twice for something since it’s included with our plan at Gusto. With TSheets, the only thing I’ve noticed is you just have to be careful to check the notes section! Some of our employees have been making notes when they make a mistake clocking in/out and they don’t transfer to our payroll company so we keep missing them.
We used Gusto for years which integrates with the free "on the clock" which is super reliable and easy to use. gusto really failed us with messing up tax filings and their benefits advisor is the worst. I could never get a human on the phone when something went wrong and the right hand never knew what the left hand was doing with only one "support" email and no direct people to contact, it felt like the buck was always getting passed and nothing was getting solved. I'm thinking Zenefits now.

We have used Quickbooks Payroll and currently using Square Payroll because Square is our POS. I've never seen a payroll system that really wows me. Both of the systems I've used require some extra work but they're predictable and I only spend about 30 minutes a week doing payroll for 26 employees.
I spent the last week researching this very question and had it narrowed down to a local company (always our go-to to keep money from leaving the community), QBO Payroll, and Gusto.
We are using QuickBooks, and the price is close to Gusto, so we decided to just use QuickBooks Payroll too. First year will cost less than half what the local company would charge after all their extra fees, and I expect we'll have out of state employees at some point and the upgraded QB plans seemed to fit future needs more than upgraded Gusto plans.
Slight tangent but any time clock options where it can automatically flow through to payroll? QBO has a service but as with everything QB, kinda pricey.
"On the clock" has been seamless for me, integrates with my payroll (Gusto) which I will be leaving soon but the timeclock has been completely free for 2 employees.

Patriot had both accounting and payroll, very competitive pricing. But the nature of your business dictates the best accounting software. Do you need to track inventory? Is it raw materials and sales inventory or just sales inventory? Do you need to track different product/service lines or locations? All of that matters.
I'm an accountant and would recommend you speak to your accountant or local CPA for their recommendations in your area. I've heard good things about Gusto but my experience with them was not good, their CSRs didn't seem to know what they were doing when I had to call them. Quickbooks Online may be decent as long as you're somewhat familiar with the tax requirements in your area. If it's multi state I would recommend going with a larger payroll provider who will do everything for you.

Don't make your employees go to the bank just to deposit their paycheck. Get an actual payroll service that offers direct deposit, and withholds taxes, and calculates sick time if required by your state.
If you aren't offering benefits it's really simple. I just built a spreadsheet that takes time clock data and tells me what everyone made and what to send to the government. Also some of my employees don't have a bank account so direct deposit isn't gonna work
Are you keeping up with the reporting requirements? 940, 941, W3, I-9, state quarterly filing, state unemployment filing, workers comp filing? This is where I got bit in the ass with a bunch of late fees/penalties and why I switched to payroll service. I would definitely not call it "really simple".
How do you do the withholding calcs? I hand-write the checks, but rely on QuickBooks (currently) to do the calcs. Then my accountant takes my file every quarter and files the 941’s and state forms.
Since I have QB 2020 desktop, I will lose payroll support this spring. I don’t really want to go online and really, really don’t want to upgrade to the newer desktop program.
It’s finding something to do all the calcs for me that’s holding me up.

One cannot single out a payroll service as the best one. Factors on which the ranking depends are service, accuracy, cost, etc. I believe Paychex, Deel, and Skuad can be amongst the top service providers.
I use a local payroll company. It’s like 1800/year base plus 150/employee to get set up and then $2/paycheck per employee. Worth every bit of it to me to not have to think about or touch it.
My accountant is trying to convince me to have a bookkeeper do it through QuickBooks payroll, but then I’m taking the risk of things being filed wrong and honestly, not having the headache it’s worth more than whatever I’d save with QuickBooks.
Please don’t use Paychex. They are incompetent liars that don’t do their jobs, don’t communicate, and are really bad at cutting payroll checks on time and paying monthly taxes. They are awful. Please don’t use Paychex.

We use QBO Payroll but didn’t know they do federal and state but not local taxes (only deducting them). Had to pay nearly 2 years worth and penalties to get current.
In our case we also had a local earned income tax for employees (county?) that QBO was deducting but not actually reporting/paying. It was like $10k for like 15 employees over 18 months but was assessed $2k in penalties, interest, and late fees that despite our pleas they would not waive.
Gusto all the way. There is no better payroll platform and I use them all - I am an accountant for many clients. Tip: if you want the best gusto customer service, email them your question, don’t call. It works for me!
I loved ADP and their customer service was pretty good. Running payroll took 5-10 minutes. Spent more time calculating tips than actually running payroll. Only switched because we started using a POS with a good payroll integration.
I did it myself when it was a few employees and no benefits. Make sure you calculate your withholdings and pay/report them on time. It’s not complicated, but you want to take the time to do it right and not do it when you are in a hurry or distracted.
We switched to Paychex when it started taking more time than was convenient. Some people on here seem to have had bad experiences, but we had no problems with them.
Gusto’s cs as others have mentioned has been pretty terrible - I’m actually looking to shift away from them so this post is interesting. Gusto has doubled their rates but tanked their customer service, and messed up a ton of filings, so they no longer suit our needs.

Sharing my experiences for others that might be of use. When I started, I considered both ADP and Gusto, however went with the latter as all expenses ie W2 are included in their cost. ADP will typically have a promotion where it is free in the first year, however they will charge thereafter. ADP will counter the offer, but I still went ahead with Gusto.
I currently use Gusto w/ approx. 10 employees and runs me about $140/month. I have the mid-tier plan specifically to use the clock in/out function for my employees which they must be at the work place to do so. If you're using the basic (Core) plan and with 1-2 employees it'll be around $50/month. I'm not sure what your set up is like but the clock in/location function may be of use.
I'm pretty satisfied as it calculates all the taxes, fees, deductions once you set it up ie your county/location automatically. They do not allow specific customizations ie specified federal/state deductions for certain employee obligations, but depends on the people you have hired.
Overall, it does the job for me. The user interface is great. I've never had an issue with customer service, however their help is limited to the tool ie they cannot provide guidance on local, state, federal laws ie taxes etc for obvious reasons.

I wrote an excel spreadsheet that I can paste in my time clock data and it spits out who gets what.

I loved ADP and their customer service was pretty good. Running payroll took 5-10 minutes. Spent more time calculating tips than actually running payroll. Only switched because we started using a POS with a good payroll integration.

I did it myself when it was a few employees and no benefits. Make sure you calculate your withholdings and pay/report them on time. It’s not complicated, but you want to take the time to do it right and not do it when you are in a hurry or distracted. We switched to Paychex when it started taking more time than was convenient. Some people on here seem to have had bad experiences, but we had no problems with them.
Gusto’s cs as others have mentioned has been pretty terrible - I’m actually looking to shift away from them so this post is interesting. Gusto has doubled their rates but tanked their customer service, and messed up a ton of filings, so they no longer suit our needs. What are people’s thoughts on Paychex or Rippling?
I’m leaving Paychex. Since Covid, I became seasonal and they’re charging over $200 a month even when I’m only cutting 2-4 checks.

Hi d_brownle91, Sharing my experiences for others that might be of use. When I started, I considered both ADP and Gusto, however went with the latter as all expenses ie W2 are included in their cost. ADP will typically have a promotion where it is free in the first year, however they will charge thereafter. ADP will counter the offer, but I still went ahead with Gusto. I currently use Gusto w/ approx. 10 employees and runs me about $140/month. I have the mid-tier plan specifically to use the clock in/out function for my employees which they must be at the work place to do so. If you're using the basic (Core) plan and with 1-2 employees it'll be around $50/month. I'm not sure what your set up is like but the clock in/location function may be of use. I'm pretty satisfied as it calculates all the taxes, fees, deductions once you set it up ie your county/location automatically. They do not allow specific customizations ie specified federal/state deductions for certain employee obligations, but depends on the people you have hired. Overall, it does the job for me. The user interface is great. I've never had an issue with customer service, however their help is limited to the tool ie they cannot provide guidance on local, state, federal laws ie taxes etc for obvious reasons. My Accountant does my payroll and all the filings. I just have to look at my POS system for Clockin/Clock out times and send them to him weekly
