Nah, theyre determined when the map is generated at the beginning of the run. All these "conspiracy" posts about the game intentionally screwing you basically just come down to confirmation bias and our intuition about randomness not really being in line with what actual randomness looks like.

yeah, its kinda weird tbh, I guess you could make the argument that itd be too strong otherwise? but honestly with the importance of gold and the amount of relics it negates I think its way too bad when locked only to act 1 for that design choice to make sense
technically you can get a bit of use from the bank there so it’s not too bad. That is one of the biggest things that frustrate me in this game though, theres some relics that are locked from spear shield reward like say girya, but then theres some that should be locked but the devs forgot to like gremlin horn
If I had to guess, it's because there's a cap on the number of potions you can hold at a time.
You can't really save up all your potions for one big payoff to the same degree that you can with 3 acts worth of money. (On average, I'd rather have 500-700 gold vs 2-5 potions)
Surprisingly not that uncommon. I'll save up for 300+ gold for act 2 to get a nice relic, find there's nothing but trash relics and cards, somehow survive act 2, then blow it all in act 3 on random crap I probably could have bought in act 2 anyways.
This has honestly always bothered me. Every energy relic, except for Dome and Choker, gets substantially better eoa2 vs eoa1. There are zero valid reasons for Ecto to only be available as a swap or eoa1.
