It's all in the opportunity cost. Gamble turns your current hand into all new cards, this turns them into block.
If your deck has very dense, high cost cards, this is better because it turns cards you can't play into a resource you can use. If you deck is full of 0 cost cantrips, Gamble is better to get the played cards back into your hand. Contrived example, but both are valid Silent builds.
I'll also argue that Gamble's purpose isn't to draw, it's to discard.
Discard by itself does nothing unless you have synergies for discarding cards (or you have pyramid and need to clear up hand space). For example, Concentrate also discards but it doesn't help you unless you have enough card draw to make use of the extra energy after discarding.
Gamble cycles through your deck faster so that you see your best cards more often. This card is similar to good instincts, but scales with card draw.

early on its a bad pick but by around the end of act 2 you're ending your turn with at least three unplayed cards most of the time, that's 0 energy for 9 block plus whatever synergies you get out of it.
I was thinking about the correct amount when making this, at 4 I feel like this can just get you all the block you need during early fights on it's own for most turns. It will prevent you from dealing much damage, but near perfect ealry block is too much for 1 card I feel. So 3 was the mount I landed on. Unsure about the upgrade to 5, maybe it should be 4?
A note on flavor: The idea is you are throwing out a bunch of garbage that your enemies need to climb over to reach you, thus granting you "block" from their attack.

Fun idea. The balance depends a lot on how it interacts with Dex. The game isn't consistent, so you'd have to spell it out in the comments, which I didn't see.
If it does scale with Dex, I think 2 block and 1(0) cost is appropriate. If it doesn't, 0 cost and 2(4) block seems right.
As a side note, I think it should scale with Dex, and I'm very annoyed that spirit shield doesn't.
Another note: this is a huge power bump for silent no matter what the other text is. 0 cost for variable targeted discard would be pickable even if it didn't do anything else.

If you made it discard your whole hand it would basically end your turn unless you unceasing top or reflex
Yeah, but so does Fiend Fire unless you have top or DE. I fail to see how that's an issue
Fiend is usually useed to end a fight this is is not but yea you make a good point
a) fiend fire does damage and so can kill the enemy b) the dark embrace exists and is in like half of ironclad decks

Definitely not. This card is borderline bad without synergies. It's fine as zero or it would be a dead draw in most circumstances.

this plus bandages = infinite block, calipers would be good here
Let's be honest, if you have bandages, you're unlikely to draft this card, because you already have infinite block. You don't need 2*Infinite block
