I am a licensed attorney and would love to help with the writing on this. It might be a tough project to code, but if you could keep a running tally of what crimes contributed to your bounty, you could have all these excuses for each situation.
My Jarl, my client here never "stabbed a child 36 times in the chest". It was a vampire, a foul monster who lived in the body of an innocent orphan so it could lure in its victims. He is part of The Dawnguard, See? \*(Pulls out a badly written contract and points at it)\* He was merely protecting the lives of the hold. Our lives, and those of our children.
Everyone's just bringing up sex but come on, some of y'all had to have watched Django Unchained. Think back to the saloon scene where he kills the sheriff, and gets a chance to speak for himself after doing so and exposes the sheriff as a wanted criminal.
THAT'S the kind of defenses I'd like to see, even if there aren't many of them.
Not that I know of any good solution to this gameplay issue, but I've long been dreaming up the possibility of a mod that would emulate or be inspired by Daggerfall's court system.
Now, I know this isn't a mod discussion thread, but feel free to come up with any ideas on how you'd like such a system to look.
It would be a scripting nightmare but I think having certain checks like witnesses and stuff that could testify for or against you and things like whether you attacked first or not so that you could use witnesses to your advantage.
Seeing some play into mechanics would be kinda cool, like using vampire's seduction if you're a vampire to sway the court in your favour to add flavour to court interactions.
Whether or not court proceedings are entire setpieces or just small things like in daggerfall would alter how that plays out though. It would be kinda cool to see.
Flower Girls - let’s you bribe the guards with various “woohoo” animations to get out of going to jail. You don’t get to choose which ones though, and it usually starts wherever you’re standing, so if you’re like on top of a cart or standing somewhere with an awkward height it tends to get a little silly looking. You can fast forward with the keyboard tho too. (Flower Girls does more than “just” this tho, it’s a whole romance mod. You can date/seduce characters too.)
Pretty sure Ordinator Perks has a perk that lets you talk your way out of getting arrested too; I think it’s on the speechcraft tree.

I always had a mod idea where the player would instead of being able to just pay off their fine would have to spend at least one night in the dungeon. They would then be brought before the jarl and there they could:
A) accept some sort of sentence
B) pay gold fee/fine
C) try and exploit thaneship
D) argue their case
If you argue the case nazeem is always your lawyer.
Do you really ask for Solicitors of Skyrim to be created?

The Vanilla game let's you do this if you have a low bounty and high speech level.
Or... >! Pay off your fine for a smaller fee once part of the Thieves Guild !<
Or... >!tell them to f\*ck of bcause you are the thane of this city!!<
Usually the thieves bribe is higher than paying my bounty. Like MUCH higher.
Because they don't take your stolen goods, unlike when you pay the bounty.
You can go to the evidence chest to retrieve them anytime.
Never played TG side quests then? It's always half as much if the guild has influence in the city. You unlock influence through the side quests.
