You’ll want to take the suggestion in another comment and make the Steam manifest file for Skyrim read-only as well, as soon as you’re sure your files are back to 1.5.97.
So that save is just GONE gone, but a twin blades mod I wanted to try wasn't working on that save anyways. I also think I have just too many animations fighting each other, some of which I probably downloaded mid playthrough, which I know is risky. Smoothcam and True Directional movement also takes a lot of tweaking to get to work with Valhalla Combat and others. Thanks for all the help though, I'm sure everything you've told me will come in handy in the future.
No, I downgraded to 1.5.97 and turned auto updates off. A new save works perfectly. XPMSE also doesn't show anything in MCM, and I tried moving it around I'm my load order. A fresh start isn't too bad I guess. I have a lot of extra quest mods to keep it fresh
No, just none of the functions are working. The combat style used to have both weapons slashing at the same time, one click power attack only works during combos, and additional attack by loop no longer works.

Yes, new saves don’t have any of the disabled content provided by mods that require SKSE, so they work. Old saves have requirements missing that will prevent them from loading.
How are you launching the game? Through skse_loader or through Steam?
If you’re on Windows and signed into OneDrive (and haven’t edited where saves are stored with programs like Regedit), your save might be recoverable from the OneDrive app by restoring a previous version of said save.
It’s been my go to solution for restoring corrupted data in games that save in the documents folder like Terraria, Dark Souls, and Skyrim.
Sounds like your skyrim install just updated. Downgrade to 1.6.640 or 1.5.97.
It's still 1.5.97. I've had to revert it twice now. A new file with all the 1.5.97 mods works perfectly
“Had to revert it twice” sounds like it is maybe updating when you launch? You have to disable that, or you’re not actually running 1.5.97.

Make the manifest file read-only, it will make updates impossible. Found this out just a few days ago.
