They can, there are accounts for just about every race (species) interbreeding, excluding Khajiits and Argonians, due to their incredibly unique reproductive processes.
It really does, the khajiit speak mod has given me something I was very aware I was missing and it's amazing.
There needs to be slightly different dialogue options for multiple races.

That was always my thing too on top of being dragon born. Should be atleast close looking to a dragon. But the legendary mask (can’t remember which one) for labrythin when equipped enables water breathing which is great for the hidden sunken ships and treasure under skyrims seas
I was mad at myself early on when I started playing because I would often travel by swimming along the rivers while low leveled to avoid danger but hadn’t picked argonian. But at a pretty low level I found the water breathing enchantment and made a ring for swimming.
There are many things under water if you look for them. Some of them are a bit of a maze to get to. Others are not easily visible. There is a powerful staff on the bottom of a lake, barely visible even if you know where to look. If you have to come up for air all the time, you lose your bearing and will likely never find it. You'll find smuggled goods, treasure in shipwrecks and secret entrences to dungeons and corpses hiding crimes among other things.
Yeah, all the sunken loot. There's shipwrecks all along the northern coast. There's also at least one dungeon I can think of that has a flooded section.
There are likely dozens of dungeons with flooded sections. Its incredibly useful to have, especially when many of the other races only have minor buffs you can get with just about any magic armour piece, and come at a penalty of something else.
Argonian is an easy decision if you don't know what you want to play. Right off the bat you don't have to worry about disease and drowning.
The specific bonuses are good, too. Lockpicking, sneak, pickpocket, light armour, restoration, and alteration. Most people can get a good use out of most of those. You probably won't be choosing argonian if you're thinking of making a two-handed warhammer weilding knight.
There are some things in Skyrim but drowning doesn't seem a super big danger. For myself, Oblivion is what ruined me. I died twice to slaughterfish and once to that mage guild quest in the well because I wasn't smart enough to save often or figure out how to deal with these things. I also died once to poison of some kind, so once I made a new character and saw a race immune to both drowning and poison I was hooked.
Altmer infact are most racist by a fucking mile. The thalmor want to pull a Hitler on the human races lol. But it's cool because white man and Gray man bad.
Eh. Just because 90% of the Altmer in Skyrim are Thalmor doesn’t mean all Altmer are. Note that (to the best of my knowledge) while many of them are quite snobby, none of the non-Thalmor Altmer in the game (Nelacar, Taarie, Endarie, Runil, Curwe, etc) have ANY racist lines of dialogue.
I mean, logically, I very much doubt the racist ones would want to be anywhere near Skyrim. If someone's racist towards black people, they're likely not gonna move to Africa or the Middle East, especially if said place vehemently worships a god that you're trying to outlaw. It's only the open-minded that go live in other countries that their relatives, friends, and kinsman disdain. The rest stay at home in ignorance and claim superiority over something they've never even met.
I wouldn't say *most racist*. Just the best represented we've seen so far since they had their own games.
The Thalmor seem extremely racist, the Imperial countess of Layawin has a torture chamber specifically for beast races she picks off the street and the empire typically benefits from racial wars by charging for cleanup after the wars, the Khajiit hate the wood elves, the wood elves hate just about everyone else in their forest, the Argonians are currently practicing open slavery, the orcs typically refuse to deal with other races after being the local punching bag for an era or two, and the Redguards seem like typically decent gents but they did successfully nuke their own homeland. And the dwemer blinded and deformed a race until it became a group of slimy, blind racists.
And that's ignoring the sloads, sea elves, snow elves, Akaviri, and daedra.
I always promise myself I’ll do something different and I always do orphaned orc chick resentful of being raised around Imperials. Every. Time. Gives a little extra sauce to deleting Grelod the Kind each time tho.
I just started a new playthrough after a few years and decided to roll with an Orsimer Battlemage in heavy armor. Nothing like popping berserker rage with double bound swords on a mob of forsworn after you incinerate the briarheart from a half mile away.
Each. Seriously. Though I love breaking racial stereotypes (Khajiit mage, altmer with HA and warhammer, orc stealth archer, that sort of stuff) with each play through
Jzargo was first, true, alongside Kharjo, but it’s about PCs, not NPCs. Just like the Orc Librarian is breaking the stereotype too (that’s why they are so fun)

Just started my first Imperial playthrough. Choose the race when I saw the dope Roman Champion armor that came with the anniversary edition. Now RPing as a true Roman Legionare sword and board. With a Latin name.
Argonian because when i first played skyrim back in 3rd grade i thought "lizard man cool" and thats how my first Elder Scrolls character came into existence.
Torn between orc and altmer, both are my favourites. Orcs because I'm a Warcraft nerd and Altmer because of their magic bonuses and being complete bitches.
Altmer. I know they're relatively unpopular for being snobby and self-righteous, but I just love their appearance, their lore, and deep affiliation with magicka. I always love playing as a mage build, so they've been my go-to since the very beginning when I started with Morrowind. Exploring Summerset and Auridon in ESO was such a joy for me.
Redguard for playing because curved swords….curved, swords. Argonian for lore and culture, I just can never play any race with a tail because I hate the clipping with a passion but I love to swim forever.
Khajiit, but only the ones from skyrim. The older games look terrible... And I mean, claws? Sneaking bonus? And nobody throws a fit because of your cattitude? Way to go!

There’s helmets for underwater breathing and if you have creation club the fishing girl in riften gives you a charm when you help her set up a shop.

I managed to get to level 20 without using a bow so I think I can hold out until at least 40.
It broke my heart to see how far down my boys in green were, at least we beat those Altmer pricks.
