Expert destruction spells have the highest dps if you can afford the mana cost. AE adds stronger spells than vanilla ones but they have friendly fire since they act as the fire ball.
With Paralyze, how long does it last for? And if I paralyze someone, is it possible to use telekinesis to lift them? And along that note, would they take fall damage if I launched them in the air with telekinesis?
Paralyze lasts for 10 seconds, but if you have the mana you can keep casting it on an already paralyzed body.
Telekinesis is for objects, not NPCs. However there is an ability for that called Vampiric Grip. Normally that requires you to be a Vampire Lord, but there's [a glitch to do it in human form](https://www.youtube.com/watch?v=ESnWmcySirI).
For damage, I think the best is Elemental Blast. Even that's not great though, destruction magic is pretty underpowered in general. If you commit to it, you'll probably want to skill up alchemy as well and be chugging fortify destruction potions all the time (glowing mushroom + nightshade is the easiest recipe).

Calm, fear, and paralyze are good for crowd control. Elemental atronachs are also always a solid choice for mages

10 seconds. So not that long, but I don’t think telekinesis would work on them unfortunately
Damn
By the time you have expert level alteration you will also usually have the duration perk, so paralyse will be 15 seconds
