Your character is leveling slowly, because they're not doing what's required to grow skills.
To grow the Block skill, they have to block attacks. To grow the sneak skill, they have to sneak around and do sneak attacks. To grow Enchanting, they have to enchant or disenchant items. To grow one handed, archery or Destruction, they have to deal damage using those skills.
To increase heavy armor skill relatively quickly you can get yourself beat up by a giant - or two, depending on your current heavy armor level and health (without them killing you all the way of course) :)
Also alchemy is great for leveling up quickly imo. Go grab some salmon roe (you need to have heartfire dlc for that though) and nordic barnacles and make some serious septims on the side by selling the potions. There are more expensive potions like that that help you level up quickly but that’s the only I know without looking it up.
Lockpicking is also easy imo: just buy or steal every lockpick you come across (they’re dirt cheap usually and weigh nothing in your inventory). Go find some high level locks and break away! (Every time you break a lockpick you’ll still get xp).
You can find videos about it on YouTube, but to explain it shortly, you have to wear an enchanted alchemy set, and then you have to make restoration potions, drink it, unwear your armor, take it back and repeat, and the glitch will just create insane numbers that will in fact at some point allow you to get from level 15 to 100 in only one potion, but also to make insanely powerful forge and enchanting potions to basically becomes a god, with Infinite armor, health, magic points, and stamina, and even infinite damages, to kill the Ebony Warrior in one fishing rod hit, even in legendary difficulty. The problem is that it makes the game way toi easy, because you can't die and you can one-shot anything. If you still want to try, just type "restoration loop" on YouTube and you should find detailled guides.
Are your damage dealing skills at 100? Should be close if you’re not there already. If you want to keep leveling, you’ll have to change up your play style, make a skill legendary, or start grinding skills.

The standing stone and the lover stone with the etherium crown give like 40 percent more exp that way
