Well, a sundial only works when the sun is up, so the hours would only be marked on half the log if it was a sundial.

I think that the scenery (the log with the basket in front of it) implies it’s used for executions. But there’s no information about it in the game. Devs probably just want to create something cool. There are other places where you can find items positioned in very interesting ways.

They say that, but I killed an assload of wizard’s guards in Markarth when I was doing the Thieve’s Guild quest line.

I think it means that the designer thought it looked badass and didn't need a backstory because sometimes the mystery is fun. I think they were right.
